Mission: The IPCB is a public higher education institution, whose mission is the high-level qualification of citizens, the production and dissemination of knowledge, as well as the cultural, artistic, technological and scientific training of its students in an international reference framework. The IPCB values the activity of its teaching, research and non-teaching staff, stimulates the intellectual and professional training of its students and graduates, promotes effective mobility at national and international level and participates in research and development activities, dissemination and transfer of knowledge, as well as the economic valorisation of scientific knowledge. IPCB contributes to the public understanding of the humanities, arts, science and technology, promoting actions to support the dissemination of humanistic, artistic, scientific and technological culture.
Vision: The IPCB must be an active Institution, with people capable of promoting and strengthening internal and external, local and regional synergies, cooperating effectively with the intermunicipal communities, with the municipalities of the region, with social and cultural institutions, with business, industrial and commercial organizations, and simultaneously promoting the scientific, technical, artistic, cultural and civic growth of young people and adults seeking the Institution.

The following data gives a quick reading on the scientific performance in the last years. The research ranking refers to the volume, impact and quality of the institution's research output. The innovation ranking is calculated on the number of patent applications of the institution and the citations that its research output receives from patents. Finally, the societal ranking is based on the number of pages of the institution's website and the number of backlinks and mentions from social networks.
The result of the evaluation of the institution can be compared to obtain a view of the country, the region to which it belongs and the institutions of the world, placing it in their respective positions.
